Aversa (Ce): interrogazione di Rita Bernardini ad Alfano sulle condizioni dell’Opg www.camera.it, 16 febbraio 2011
Al Ministro della giustizia, al Ministro della salute. Per sapere - premesso che:
la struttura Ospedale psichiatrico giudiziario “Filippo Saporito”, in Via San Francesco, Aversa (Caserta), located in urban air under the supervision of the court of Naples (Office of Surveillance: Santa Maria Capua Vetere), built in 1881, is elaborated by several separate bodies, linked by corridors and courtyards or has a capacity of 150 seats even if regulation is currently home to approximately 300 patients (all male);
the structure is in an advanced state of disrepair, especially the area reserved for outdoor recreation, hygiene conditions are poor, with patients left to themselves, the rooms are also home to more than 6 (six) patients at the same time, with the risk of creating violent reactions among patients and staff of the facility;
under these conditions are frequent accidents to patients; last August, for example, a patient assaulted another patient, who suffered a head injury with a suture of several points;
January 4, 2011 to ' internal structure of that a patient committed suicide by hanging himself in his cell (see question for written answer 4-10288, filed dall'interrogante and his colleagues in the parliamentary group of radical delegation of the Democratic Party and published Monday, January 10, 2011, session No 414 )
in the light of that suicide were included in 14 people under investigation for manslaughter, including the staff in the ward, doctors, psychiatrists and management structure, particularly Adolfo Ferraro, medical director, and Charles Giaquinto, director of prison;
last November, the police of Nas's Committee of Inquiry of the Senate on the National Health Service have seized the forensic hospital pharmacy Aversa for "serious deficiencies". The seizure took place in the investigation said on mental health. The initiative was taken by police for identification and the risk of continuation of certain crimes, notably the misuse of the medical profession and the delivery and possession of illegal drugs;
the investigation conducted by the prosecutor in Santa Maria Capua Vetere, were served notices of former Special Commissioner ASL Caserta Ferdinando Romano and director of the department of mental health ex ASL Caserta 2 Tiziana Celani, for omission of official acts, and the prison director and medical director Charles Giaquinto Adolfo Ferraro for neglect of official acts of fraud and abuse and to the absence in the workplace:
if, in regard to suicide on 5 January 2011, has been initiated or intends to undertake internal administrative investigation to verify the existence of any liability del personale in servizio presso la struttura psichiatrica giudiziaria di Aversa;
se si intenda avviare un’indagine amministrativa interna al fine di valutare eventuali profili di responsabilità disciplinare in capo ai soggetti coinvolti nell’inchiesta condotta dalla procura di Santa Maria Capua Vetere;
quali misure amministrative i rispettivi Ministri intendano assumere, per quanto di loro competenza, in tempi immediati, per affrontare le condizioni di insostenibile degrado, di repressiva segregazione, anche laddove immotivata da diagnosi psichiatrica, di abbandono civile ed etico, cui sono sottoposti gli internati nell’ospedale psichiatrico giudiziario di Aversa.
